I have a footpath garden and despite bag of soil,newspaper and poop, the sand keeps rising, help!

Hi Mo, the sand isn't rising, the organic matter is being carried lower! The soil organisms are doing their job and carrying the organic material down into the original soil. If you keep adding a layer of good mulch eg lucerne hay, at regular intervals as it decomposes you will eventually have a rich organic sandy soil! You will never succeed in getting rid of the sand particles altogether! But a sandy soil rich in organic matter will be great at holding moisture and nutrients. Aim to have a biodiverse soil with plenty of micro and macro organisms, from invisble one celled creatures to big earth worms. To ensure these soil organisms thrive, keep your topsoil cool, well fed and moist with a good layer of rich mulch. The soil organisms reduce the organic matter to molecular size in the decomposition process so it can be dissolved in water and absorbed by plants. And presto! your plants have food as well as a good physical structure to allow them to keep a good hold on the earth!
